Who's saying they can't? Plenty of talks of mining, aged care, teaching, banking sectors etc. already using RATs, or looking into implementing. Lots of supply available, but the uptake isn't there yet (although the increasing publicity around RATs is helping in this regard)
Some states governments still wary on their use (e.g. https://www.wa.gov.au/government/publications/prohibition-the-use-of-rapid-antigen-testing) but it's only a matter of time before RATs become more mainstream.
