you cannot base any decisions re emissions on per capita basis , will have no impact , just pure false economy. By fixing Bahrain , Brunei , New Cal, Trinidad & Tobago et al and we are all good ? meanwhile BRIC countries ( whose numbers are rising and in another stratosphere in volume ) we dont need to bother about???
