Well if you looked at the research you will see it is due to "Mining & processing" not "Rail and port" so it would seem to me FMG has ground that will be more expensive to mine and process. Beyond that, I am in the hands of the analyst.
The same detail is not provided in RIO's research as the space is used for other detail such as costs for Aluminium, Copper etc.
