I see your point as to secure as much funds in case government grants/Funding may be re-directed. Which is a logical move because you never know "what can change"
Speaking of that. If they do a full maximum raise then this "Short Blip 64m shares" might be a short term Bomb dragging to SP back to it's lower levels No? adding the extra shares + full allocations may see the SP blow back to 7.5 region.
