Why would they refuse to take the $290 million dollar from applications, (SURE MONEY WITHOUT HAVING TO GO CAP IN HANDS AT SOME STAGE OR ANOTHER), while they still have the needs to use those funds.

IMHO, there is only one reason for that.

And that is, >b>UBS and the Instos have complained to the Board, about more dilution of their investments.
