I read it to mean "the non platform lot PCMO cells need to be mounted in an array (i.e. MB chip) for meaningful data on speed, endurance and retention"
Its tantamount to fluff, the whole reason they are doing a MB chip is because thats when they get "statistically significant data" - cells on their own, whilst possible to test do not yeild stats that translate directly in an array.
