I do remember someone mentioned that while TLG spent heavily and submitted all the permits at once seems like a great idea, but this could annoy the Swedish authorities as they like permits to follow the normal process.
I feel like submitting everything at once could either be a great idea to speed up the process, or could be a blunder if it annoys those 'dick heads with a pen'
