The trials were fast tracked however were still rigorous. The vaccines still went through all the same testing as any other vaccine that came before them. Only, due to time pressures, stages were put together (i.e., stage 1 and 2) and the facilities to manufacture the vaccine (which I should note take a long time to make especially when you're going to be needing billions of vaccines in a short time) were built prior to there being a vaccine. For context, the manufacturing facilities aren't usually built until stage 3 due to costs. The pushing of stages together made it much quicker but still met all of the requirements.
