If this was the reason then FAR is in trouble with this resource as I doubt there would be too many others who would be able to handle a new exploration and development program as easily as Shell.
I don't think it has anything to do with capital constraint. These large companies are throwing alot of money at new development at the moment. My guess is the results didnt warrant the risk for Shell. Doesn't mean there is no opportunity for others though.
