Agree, why not simply offer all shareholders opportunity to increase holding by additional 6%, THEN farm out the unallocated to the greedy trough feeding institutions. Would be much fairer and bookbuild tech these days could make this a lower cost relatively simple process. Why dont they? A: vested interests.
