Sure, and this is only my two cents:

The 19 March 2021 announcement about the feasibility assessment was only about IDT and other interested companies demonstrating that they had a ridgey-didge CAPACITY to SUPPLEMENT vaccine production. That feasibility assessment process never came with any promise to award IDT with any vaccine production work, it was just aimed at seeing what we could do.

So today's announcement shows that we have convinced the govt that we are in fact capable of playing some role in supplementing the production process, as they have formally asked us, and we have agreed, to keep that capacity free for them for a certain period of time.

I am not sure if IDT is the only company that has entered into this kind of agreement with the Fed Govt. It's quite possible that there are others. If those companies are unlisted that might be one reason why we haven't heard about it.

The decision to award vaccine production funding is a separate process, which IDT have also made a submission to... this is the big decision we are waiting for, #3 on your list.

The relationship between #2 and #3 is that even if we don't win the big prize in #3, #2 suggests that the govt rates us as having some type of valuable role in supplementing the manufacturing process. So even if we lose out on #3, we might still get paid to give some manufacturing work - under the agreement in #2 - that would assist the winner of #3.

we also have a chance to get some funding from the Victorian govt... this could be described as #4?
