the deal was done with the previous govt and is carried around in a briefcase and has not been tabled in Parliament....
Farole was against it from the start and the way I read this announcement is that it paves the way for new deals to be signed and says nothing about ratifying previous deals done by the previous govt....
its far from clear cut!
