I doubt that it would be that easy, as you would need to consider how many people would vote for a rise in State taxes to compensate for the reduction in Federal Tax,on the assumption that Federal taxes would,at a later date, be reduced as a compensating measure.
To believe such a situation could occur, you would need to be a dreamer or a fool, or maybe both.
