The paper refers to vaccinated people only... I havent seen any tests of viral load for unvaccinated. The point being, that rather than being able to stop the spread of the virus being vaccinated, it explains that the strain is 251 times as much.
So in saying that , getting vaccinated cant lessen the chance of transmission, from the early days of covid.
What is the govt trying to achieve, I thought lessening the spread. A working vaccine should lessen the spread.
