The feasibility study is related a different sized project with the latest technology and at today's costs, so is an absolute requirement. Why wouldn't you put aside windfall cash in the expectation of proceeding with a growth project such as SD, it can always be returned if the project doesn't proceed...
For me the horse and the cart are as one would expect.
