Call me paranoid, but as I've said before, it is quite possible that the original CAPEX deal was most likely withdrawn because of pressure from Chinese interests.
In which case, because China is the flavour of the month and everyone wants to deal with them, if what I said is the case, then no-one is going to come forward with an alternative deal.
