Is Petrosen a Sengalese government institution ( I believe that is so ), maybe Shell in their d/d had a problem that concerned Petrosen that could not be resolved by Petrosen in time for Shell to honour the agreement. A meeting with the Sengalese govenment and Far/Petrosen may be the only way to resolve whatever the issue may or may not be.
I am really thinking on my feet here, so don't be too critical with my lame brained response, it's the best I can do.
Others please, it may help to solve the boredom beween now and September 20.
