of course they can. PR companies, brokers, banks are often dealing with sensitive information before its released to market, but that's why they have strict policies and often can't trade in securities they are associated with, and also generally (hopefully) these people do not like to break the law as you can kiss good bye your career and the rest.
one of my close friends is a well regarded equity analyst for Qantas and is privy to inside info all the time, hence he is not allowed to trade in stocks he covers and is under heavy compliance
