    According to that article, issuance of the permit is delayed because of objections.

    It is very different from suspending a permit (which must exist in the first place).

    I also read
    "She acknowledged that her group raised complex issues that are unlikely to be tackled in an EA. The result, she said, is "that with some minor tweaking the permit will probably be issued following the review."
