He exercised 10m options at 10c. Anyone in his situation would have exercised the options, even if only to slowly sell them over a period of time and make ~8c per share.
Maybe not the 'as good as a JV announcement' it appears.
Just another take on the situation of course. It may well be another huge vote of confidence.
