Not sure I understand the question. TSMC makes the whole Akida SoC, including our IP (NN, data-to-spike converters, memory interface) as well as the third party standard comms interfaces and the ARM Cortex IP.
In the case of Renesas, we are only licensing them out IP (NN, data-to-spike converter, and possibly memory interface if required. Renesas will make their own arrangements for the CPU (which may or may not be ARM) and any other comms interfaces they require.
