The whole clip calls CCS a complete failure. And insinuates that not hitting a target is a complete failure.
The same could be conversely put to renewable and battery technology. They regularly miss targets but being emerging technology its not unexpected.
The video has a dark sense of humour to it.
Ill take CSIRO advice over that of a satirical narrow view of energy production and emissions.
