Nothing stopping you doing off market transactions. I believe it is only public exchange trading that is suspended for AEE. Otherwise, no shares would have been given out with recent offers to shareholders. !?
I am not a financial advisor. I have done a private transfer before with a family member (can be at any price you agree). Unfortunately, I am not selling now. Maybe ask your broker a few questions.
Personally, I found in the past that small cap options can take a while to fill an order at low volume & low prices. I called my broker & was told something like that.
