If you read the Notice of Meeting you'll see they were not issuing themselves shares for free they were merely seeking shareholder approval to BUY shares in the recent capital raising at 1.5c. Given this is the same price level where the shares have been trading in the market I think it is a pretty good show of support from management. Putting their own money into the Company - something you don't see that often.
