DMIRS comments on the environmental approval were made in May. If you scroll down further in the DWER document you will see Strike sent an email in July saying they believed they had responded to DMIRS to its satisfaction in relation to the waste rock dump and that there were no further outstanding clarifications to provide to DMIRS.
If you look in the notes section on Minedex you will see that someone from DMIRS has noted Strike's 2 August announcement saying DMIRS had approved the mining proposal. If this was incorrect, someone from DMIRS would have called Strike up on it.
