You do realise that even the large consolidated firms (Entain/Flutter/etc) have bet limits. The reason is pretty simple. It mitigates against the revenue risk of institutional betters (with symmetrical information in a fixed odds betting market) placing large bets. This is an acute risk for an Australian firm expanding rapidly across multiple new jurisdictions.
Betting firms are not casinos, unless you're operating a tote there is no reason to target whales.
