The lack of investment in those ANU inspired sites should tell you something.
They are sub-commercial.
There are millions of potential sites, so don't be so pessimistic.
You can put a water tower in your backyard and pump water up and generate from it on demand as you bring it back to earth to your hearts content.
You will quickly discover friction losses and scale effect.
