Yes whoever it is - they would have gotten a very good entry price in the low 20s as their initial investment block say up to 4.9% holding.
Then add to that holding , now they can come onboard for say 30c per share for another 15% stake making it 19.9% which makes it a very compelling investment price point imo.
Going off these % , potentially IOU could issue 100mil shares at 30c each to the strategic investor and that would boost IOU's cash by $30million AUD
