I tend to agree. Words in ann's are often meticulously chosen.
The first thing I thought was.... who..or how much of who is IOU acquiring.
Further to my previous post I see IOU as the predator/agressor as it were.
If IOU were being swallowed the ann would have been very differently phrased. It would possibly involve an offer also. None of such is conveyed in this morning's ann.
IOU is looking to grow.
