Not sure where you are looking, but am still seeing 3.08%. And the change wasn't a reflection of a daily change, it's a weekly change if you had followed the link to shortman site.

Re substantial notice - (1) 3.8% change doesn't require a sub notice, that threshold is 5% and the new sub holder has 3 business to lodge it (2) it doesn't apply to shorting for the stock lender or borrower. eg. Investor A holds a substantial stake in RBL. Investor B borrows 5% from A. Legally, A still holds 10% even though they have lent 5% stock to B. B then sells the stock on market. At some point, B buys them back and returns the stock to A. B has never breached the sub threshold. They have just gone from -5% to 0% net position.
