This looks like the inside of a Desktop PC Casing. Shuttle is a brand of motherboards. Encircled is what looks like the Brainchip Akida board.
Close-up here plugged into the PCI slot.
They seem to have some serious cooling system there for the CPU on the mainboard, maybe to put Akida through its paces. However it's been more than a decade since I've peered into a desktop casing so take it with a pinch of salt.
