If you were to only build one plant, somewhere in Europe would probably be a better solution.
If you are planning to build multiple plans, then the first one in WA makes more sense and is possibly even the best option. Its not the most efficient from a supply chain perspective, but... for a WA based company, a WA based plant it is by far the best location to refine and optimise processes. It is these optimised processes that are then applied to the wider network of plants that operate in other countries. Having an operational plant near senior management will also be useful in relationship building (when international travel returns to normal), as visits can physically show how things work, not just rely on video's and powerpoint presentations.
Each country also has its own quirks in relation to laws and regulations. The Australian rules are familiar to Australian companies and senior management operating there. This makes it a more predictable country in which to build first. Being able to access A$35m an Australian government debt facility is also a definite bonus.
