The psychology of sentiment is, the more down days, the more movement down, the more it pushes the view of "this is never going up again" and $AMP itself is refusing or not able to do anything to change this sentiment.
Buyback took 200,000,000 shares off market but its still back at 104.00 this month.
There's no "penalty" to short $AMP when you know that there wont be anything positive coming from the company.
