IMO McGowan is probably fishing for more Pfizer - which, I think he should probably get - seems fair.
as to whether he should keep locked until 80% - or 70%
he's probably wiser to run with 80 - because WA hospitals are a weak point (god knows why with the finances of the state from allowing Aussie dirt to be sold off)
if they are surviving ok locked -- then, go for 80 - why would you not?
I don't think NSW, Vic and WA can be compared at all -- WA is just such a vastly different setup to the Eastern states (not tassie)
