I would say that is the worst case view. Going off what Ben has outlined this shouldn't be the case. He stated from the very start EOS - Spacelink wouldn't build a satellite network and wait from customers to come. Customers need to be in place first (Government). Private industry is the MOUs that would come later. Funding Tranche 1 will be around $100-200M.
