Can't argue with anything you've said, however I do believe it will be approved, simply because if it wasn't going to be, there is no valid reason that it wouldn't have been knocked on the head many months ago. Keith has had all the information he needs for a long time now, he's not waiting on anything further so why delay if it was to be knocked back. Imo the delay on approval is purely for political reasons, nothing more.
