My understanding was much of the price suppression of Uranium was because Japan sold off most of its stockpiles over the last decade
The change in Government policy has mainly been driven by the cost of coal and gas and the economics of Nuclear.
You are correct in your supposition that the pace of restarts has been much slower than initially expected but the pace is picking up based on the above and the need to reach global carbon targets.
Japan's probable new PM has stated publicly---he is in favor of Nuclear Power I also understand that Japan is pushing for more Hydrogen energy
