I've seen it before many times. Announcements from BCN have been anticipated by zillions of traders - many of them to take profits. Just check recent postings on HC.
Sometimes announcements mark highs because the news is as good as it gets for a while. Sometimes announcments mark the start of the next rise, because the announcment portends more upside to come.
IMO this announcment says lots more upside to come.
