Disregard, it appears Zip has blocked payments to Centrelink.
Good new is we found a workaround and he used zip.
The workaround was to select BPAY, and then use 'Post Bill Pay' through AusPost, enter the BPAY details, and it allows you to use a credit card. Enter the zip one time use details and voila! Another $900 odd of transactions for zip.
