he simply does not have the stock. He has to cope with the deal
handed to him by the Commonwealth govt.
What a disastrous situation when the Morrison govt bragged last year about
us being at the front of the queue. NSW was helped with a large lot of Pfizer
but Victoria cant speed up second doses because they dont have enough supply
to do that.
I guess other States had better start worrying about that too because if Delta strikes
unabated many will still not be fully dosed because of lack of supply.

What is the interval in Victoria? 6 weeks?
In SA it's 3 weeks, maybe because if it was 6 weeks the bargain bin exchange doses they got would have expired by then.
