Yes they have both options isn't it? Why can't they send the data to a cloud if it costs less? If these are going to be used at airports, GP clinics or Hospitals most of those will have Wifi. Most homes would have wifi nowadays as well.
I know its better to process at the device due to security concerns and all but what I'm saying is there can be other trade offs. Could be cost, size, better options, speed, reliability, etc.
