I'm no naysayer, but to be clear the announcement clarifies that the ability for VMY to satisfy the implementation conditions remains dependent on securing the secondary approval.

I suspect the focus on preliminary infrastructure works now is to advance things to the point that should VMY not meet the timelines this can be argued to be the result of explicit stalling by Government, and not a consequence of any lack of progress made by VMY.

This is a sensible strategy by VMY and makes it harder for Government to deny them (us, me).
