I would treat that as a metaphor as Micro-Soft was a software company not a hardware company. There is nothing on the Wikipedia page on Microsoft's history that mentions a garage, unlike Apple, which did actually manufacture computers in a garage. Not a big deal. Confirmation bias, although, what the internet and social media is use for these days, HC included, is not my friend personally.
