I'd suggest its been in the community for the past 2-3 weeks. Look at the testing rates. Victoria is no where near the average testing rates of NSW (recently). Apply the same 100,000 - 120,000 daily testing rates to Victoria and one would assume the actual cases are far higher then what was reported today.
Creating a poor narrative about the AFL GF parties being protestors from the union march, is fantastical.
