This is a tricky one. Time will tell if permit, drilling or even possible CR are factored in. CR for drilling seems like a open secret.
On the other hand, the 'market' might suddenly decide that helium is the next big thing and fall over themselves to position (see Li / U / hand sanitiser (circa March 2020))....
We will know by the end of Q4.
