I think the buying is just a tailwind from the coal price atm.
2 issues to resolve, Bluff and funding. Funding for Burton and operating funding to get started on Bluff. Could be another cap raise, debt or cornerstone investor. Maybe a small amount gets Bluff up and running which might then fund Burton?
