China don't have the luxury to muck around with this project. They either commit or SDL will either run out of cash or Indai, Korea, etc. will move in.
Korea needs plenty of steel, Hyundai has now placed itself at the worlds no. 10 vehicle manufacturer and is one of the few car companies who have been expanding during the GFC.
