Yeah mate if you wouldn't mind reaching out to LD to see if he can provide an explanation - it's odd the proposed issue of securities came out pre-market on the 30th, which in theory is before a final 30-day VWAP figure could be established for September - so maybe this is just an estimated cost? Does seem unusually low price per share though and it's not the 30-day VWAP so I think there would be a logical explanation for the figures in this doc - but again an explanation from LD would be appreciated.
