There is a bigger issue here though. i.e. What legal right does council have to set arbitrary limits to the number of occupants per dwelling? Providing that health and safety standards are met, none at all I suspect. To me this is an attempt by council to use emotive examples of exploitation to justify stomping on the rights of overwhelmingly fair minded landowners.
