NOR used the RTO capital to promote WP. The more downloads, the more NOR would lose.

But it enabled NOR to:
1. pump out positive news
2. Enable the backers of the RTO to make juicy returns
3. Have a big CR at 0.08, 0.80 in today's money... which they subsequently blew on an unsustainable business model
